Phoenix Arizona Temperatures

Can you plant citrus trees in Green Valley, AZ?
My wife and I are contemplating a move to Arizona, but she would like to be able to plant some citrus (grapefruit, lemon and orange) trees. With the cooler temperatures Tucson/Green Valley, AZ, is it possible to grow citrus there, as you can do in the Phoenix Metro Area?
“The weather in the Arizona desert produces some of the best tasting citrus in the world. Heat produces sugar in citrus fruits making them sweeter and cool weather produces acid making citrus more tart.”
